American Recovery and Reinvestment Act (ARRA) of 2009

The stimulus dollars was intended to create jobs, and promote investment and consumer spending during the recession. TVCCA was awarded $805,588 and chose to partner with several organizations in our communities to assist in creating new jobs and retaining others, in addition to strengthening current programs and introducing new ones. The projects that TVCCA has funded with the ARRA monies received are as follows:

TVCCA CSBG ARRA Projects

Madonna Place: Fatherhood: Madonna Place is expanding their fatherhood initiatives in New London County with CSBG ARRA dollars.

Jobs Retained: Child Care Worker
Individuals to be served: 18
Budget: $86,853

OIC in New London is expanding services to ex-offenders in the greater New London County area to assist them in the transition and stabilization as they return to the community.

Individuals to be served: 24
Budget: $75,000

Bully Busters: Teen mentoring and anti-bullying coalition working with youth in the greater Norwich area to ensure positive youth development and employment skills.
Jobs Created: 5 Stipend positions
Individuals to be served: 51
Budget: $10,000

Literacy Volunteers: working with immigrants to assist them in transitioning to our community and to obtain and retain proper immigration documents. Citizenship classes are provided.

Budget: $10,000

Uncas Health District: funding position to ensure that the environmental health in our community is addressed given the issues of immigration and tuberculosis, foreclosures and home abandonment and the impact on environment, i.e.: sewage issues, pools not closed up properly, garbage left behind and challenges around home abandonment; immigration and overcrowding in homes.

UCFS: New London County Health Collaborative: ACCESS to CARE: ensuring that the underinsured and uninsured are worked with to find necessary health care and a medical home so that health and medical issues are addressed early; SPECIALTY CARE : access to specialists for those with no insurance.

TVCCA Community Gardens: TVCCA will be working with neighborhood groups and organizations to promote community gardens throughout New London County and assist the low income in attaining food security.

TVCCA Financial Literacy Coordinator: TVCCA has hired an individual to oversee our VITA (Volunteer Income Tax Assistance) sites working with low income clients on their income taxes, FAFSA (Free Application for Federal Student Aid) and financial literacy workshops; hope to serve over 500 households.

TVCCA Capacity Building: In addition to the above projects TVCCA is also using the ARRA monies to strengthen internal skills and capacity in the following areas: fiscal accountability and management; case management training; and human resources training.
