This component is responsible for all agency emergency and basic needs programming. In addition, CNS collects and shares data related to the homeless population with service providers and conducts an orientation for in-house staff regarding the homeless. It provides counseling and referral of clients to other TVCCA programs or community agencies; i.e. job training, substance abuse treatment programs, energy assistance. The main goals are to serve as an advocate for the homeless and to ultimately assist them in securing adequate housing.

Intake and Referral Services

As a liaison between the community service providers in the greater Norwich area, this component provides intake, referral, and coordination of a wide range of services for the economically, physically, and emotionally disadvantaged; it provides case management and links its clients with the sources of food, housing, clothing, and other basic needs. Its interest is to provide a process through which clients can develop self-sufficiency skills and advance themselves, independence being the ultimate goal.
